EU AI rules will reach Northern Ireland, but only for products with AI built in

The UK government says the EU AI Act will apply there to smart gadgets and toys, not to chatbots, apps or software.

On 4 November the UK government published guidance on how the EU AI Act will work in Northern Ireland under the Windsor Framework. The key point is the limit: the rules apply only where AI is closely built into a physical product sold there.

The guidance gives examples. A smart speaker with a built-in voice assistant is covered, and so is a smartwatch that depends on its maker's health app. Standalone AI software, including chatbots used through a browser, an app or an API, is generally outside the rules, and so is how a business uses AI day to day.

The ban on certain practices, such as an AI-connected toy that pushes children into risky behaviour, starts in Northern Ireland on 10 November 2026, the guidance says. Later duties follow: rules for high-risk AI built into regulated products such as medical devices apply from 2 August 2028.

Why it matters to you: If you live in Northern Ireland, newer smart devices may soon come with EU-style safety checks and clearer labels. Your chatbot apps will not change because of this. This is general information, not legal advice; the official guidance is linked below.
