European Council President António Costa has invited EU leaders to an informal meeting in Dublin on 13 November, hosted by Ireland. It is described as the first leaders' discussion focused on AI.

The topics include Europe's technological independence, investment needs, AI safety, protecting children, and the effect of AI on democracy. Mistral AI chief Arthur Mensch and AI researcher Geoffrey Hinton are due to speak.

Informal meetings do not usually adopt laws. Costa says he expects to return to AI in 2027.

Why it matters to you: Decisions on AI in Europe are made by these leaders and their governments, so the topics they choose, such as children's safety and investment, hint at where rules and money may go next. Expect talk first, rules later.
